Cobb Lake Regional Water Treatment Authority (CLRWTA)

The Cobb Lake Regional Water Treatment Authority (CLRWTA) is a forward-thinking, regional collaboration created to meet the long-term water treatment needs of the Fort Collins-Loveland Water District and the Towns of Eaton, Severance and Windsor.

This project is vital because of the need to treat and deliver water to four Northern Integrated Supply Project (NISP) participants. Regional coordination is critical to securing and managing the region’s current and future water needs. CLRWTA provides an opportunity to share resources and infrastructure which increases each entity's water treatment resilience.

CLRWTA’s mission is to treat and deliver clean, safe, and affordable water to the four entities. CLRWTA will be constructing an approximately 20-mile underground pipeline and a state-of-the-art water treatment facility, anticipated to be operational by 2030.

Who is constructing the project?

Fort Collins-Loveland Water District, Town of Windsor, Town of Eaton, and Town of Severance.

Where will the infrastructure be located?

Pipeline construction is anticipated to begin in 2026 and the water treatment facility is expected to be complete by 2030. The water treatment facility will be located approximately 10 miles north of Windsor in Weld County. CLRWTA will initiate a call for proposals in early 2024 for project design and construction.

How is the project being funded?

This project will primarily be paid for by new growth, though it also offers existing customers the benefits of reliable treatment and shared infrastructure. The CLRWTA entities will cost share all design, construction, operation, and maintenance expenses.

More information on impacts to current ratepayers will be evaluated through additional studies and communicated as information becomes available. Each entity will establish different pay rates and customers are encouraged to review information provided by their water provider or contact them with any questions.

What is the source of the water for this project?

CLRWTA participating entities are among the 15 Front Range participants in Northern Water’s Northern Integrated Supply Project (NISP). As part of this project, Cache la Poudre River water will be stored in Glade Reservoir and delivered to the CLRWTA treatment plant where it will be treated and then distributed to the four entities through a shared CLRWTA-treated water underground pipeline.
